Cuz to make it most realistic and better, Jake is supposed to be ''Chinese'' but he is born in America. And because he also trained alot ( its why he is thin as dragon ), it's why he is more of western-chinese dragon. So it makes sense. As human form, he is simply teenager ( let's be honest, he looks better ), as in S1 he was a child.
